MONITORING THE INDICATORS
OF REGIONAL DEVELOPMENT EFFECTIVENESS: HYBRID MODEL OF MOOC

Introduction. An important scientific task of implementing the monitoring of the effective performance of both the state and local governments is the development of tools for creating and applying a system of summary indicators for the regional development effectiveness. The relevance of this task is related to the need to eliminate the so-called “threshold of complexity”, according to which the decision maker is able to adequately assess the problem situation based on a simultaneous analysis of no more than 7–10 parameters. To use this toolkit, it is necessary to ensure the development of an information-analytical system and online learning for its users. Today, this innovative approach is not widely used.

Purpose. To propose innovative approaches to learning target users of the created monitoring system for summary indicators of regional development effectiveness in the context of the quality of life criteria of the population based on Massive Open Online Courses (MOOCs).

Methods. Web 2.0 social services (web tools), LMS Moodle, personal learning environments and personal learning networks.

Results. The essential characteristics and typology of the MOOC models are analyzed; a number of conclusions are made. The phenomenon of MOOC spread is due to the initiatives of educators-researchers and leading universities of the world, based on the following basic principles: openness of the resources, access to education, equality of participants in the educational process. Modern MOOCs are aimed at targeted users and help participants to expand their professional interests, form sustainable communities of practice, and promote the development of participants.

The hybrid model of the MOOC for the development of the content and learning technology for target users of the created information-analytical system for monitoring the indicators of the regional development effectiveness is proposed.

ConclusionMassive open online courses are a new and insufficiently researched innovative approach to the professional development of leaders and specialists of state and local governments, as well as the learning of other target agents based on new concepts (connectivity and constructivism) and social services (web tools). The development and use of a hybrid model of the MOOC “Monitoring the indicators of regional development effectiveness” is an appropriate approach. This contributes to the continuous learning of users of the created information-analytical monitoring system and the improvement of regional development efficiency management.
